Very Bad Service Gansbaai Post Office

Paid for postbox in advance more than one year back at Gansbaai Post office.Still no keys and cannot use it.The personal Gansbaai cannot or will not help? Is this how the RSA is run in the year 2020?Are they going to refund me or just try to make money out of me?
