Useless Post Office

Post Office is useless. I went to 3 different post offices to renew my vehicle licence disc and 3 times I was told that the system is off line. Moreover, they didn't even have forms, I had to purchase forms from postnet. I made effort to comply with the law of the country but this inefficient, money wasting parastals make it impossible. Such incompetence is endemic to all state owned institutions. It is extremely frustrating!!!
