Undelivered parcel

I ordered flower seeds from bidorbuy and the seller posted my seeds to my address in 20 August 2018, which in Mafatsana and the parcel was scanned in mafatsana 0n 20 september 2018 i went to collect my parcel with the tracking number the seller provided and up till now i am unable to get my parcel i have been to the post office more than five times and the last time they said my parcel have been returned, which is a lie because according to the scan, it was last scanned in mafatsana and there is no where it shows it was scanned thereafter
