Unable to deliver post.

On 7 February the City of Cape Town licencing department posted my new vehicle licence disk to replace the one which was set to expire on 28 February 2023. To date it has not been delivered. When I enquired at the Durbanville Post Office they advised that it was probably at Cape Mail sorting office. So they are unable to sort mail and deliver it within the same city in 3 weeks? No wonder the Post Office is in dire financial straits.
