Trying to reactivate an old account

I have been sent to pillar and post by the Post Office. I have wanted to reopen my account for years and every time I try there's so many hassles I end up quitting. I had a Savings account as a teenager and my card got lost years back and the account has not been in use since. So every time I go there, my ID says I already have an account and they have to call somewhere and they will call me back Yesterday the lady told me I need to go to the police station to get an affidavit and we will complete everything today. I go there today and the system is offline and nothing can be done. I sacrifice my time and these many trips to the Post Office are costly and time consuming. All this hassle to open a simple account. There's always excuses and different processes from the different staff members. When I come at 16:00 the lady said its too late but the post office only closes at 16:30. The people there look for all excuses not to process my acc, if its not offline, something is outstanding AND AND AND. In the end nothing is done! I'm so tired of going to the Post Office, queuing just to be told that the system is offline. I'm really not happy and have no joy in dealing with anyone there
