Theft in the post office

I have posted 2 expensive pairs of shoes to Joburg and when it reached the krugersdorp it got lost. I was told that it left the hub but the driver didn't reach the post office, how can the driver not deliver the items to post office but he was not hijacked? The post office has not done anything about my case with the intention that i will forget or let it go. I have called and emailed, and no action has been taken. Therefore post office management condones theft.
