Shop at the public's expense

Every year we support the animal anti cruelty league and take personal diaries from them, every year they are posted from Cape Town and every year there is an issue, this year we took four, they were posted in early September and in late November I finally decided to go to the post office in Glen Marais in Kempton Park and see if they could find the parcel. Well they found one box with two diaries even though the SAPO slip on the carton says package one of two the really unhelpful staff at this post office say there is only one package, so pay for four receive two and the post office *****s the other two. Just another reason to stop using SAPO. In normal countries tampering with mail is a ******** offence, in SAPO it is called shopping.
