Service Delivery up to hell.

To whom it may concern. Service delivery in this Country is up to ****. My mom, a white lady, was standing in a qeue for 5 and half hours. Everyone else got helped and jumping the qeues, while a so called security guard is supposed to keep order and manage the people.. When my mom eventualy reach the front, they said that the systems are offline.. The arrogant security guard was rude and no manners at all. Then, my question is, why arent there any systems in place, for collection of parcells, licenses, sassa and lotto? This is unacceptable and matters will be taken due to this.
