SAPO sent my parcel back to the US without telling me

I ordered a parcel from California 30 May 2016, and another from Iowa on 3 June 2016.
Three months later I got the parcel from Iowa and had to request a replacement due to damaged goods. Still no California parcel despite USPS tracking saying it had left the country months prior.
One month later I got the replacement from Iowa. Still no California parcel.
Two months later still no California parcel. Asked for replacement from the seller assuming it was lost in the post (this was 20 Otober 2016), and paid $27.15 (about R400) for shippping.
On 5 November 2016, I got an email from the seller saying he had just got my parcel back labelled as "Unclaimed" by SAPO.

SAPO at no point in the ENTIRE FIVE MONTHS notified me of a parcel waiting collection, and have made me lose money as a result of their mistake. Needless to say, I am NOT a happy chappy.
If SAPO is so concerned about customer service as part fo their turnaround plan, I will appreciate being refunded those shipping fees SAPO forced me to incur.
