SAPO poor service delivery

I ordered a package on eBay in Oct 2018. The item was shipped on 28 Oct 2018. The item arrived at SAPO on 17 Jan 2019. I finally received the item on 16 April 2019 at my local post office.

Why does it take 3 months for the item to be channeled to my local post office?
