SAPO overcharging for international parcels and no channel to lay complaints (emails)!!

I am ordering parcels costing as little as 0.99 pounds from Hong Kong, weighing 20grams, and the post office charges me a manifest fee of R24???!!!! How the hell must someone order something from overseas but they charge way more than the actual product??? None of these email work, which are advertised on internet, so there is NO willingness from SAPO to help with queries!! I have parcels that take longer than 90days to arrive and some don't even arrive but shows on the sellers shipping manifest that it arrived at customs in South Africa??
