SAPO Motor Vehicle License Website Took My Money But Didn't Issue My License

I decided to renew my motor vehicle license via the sapomvl website and boy do I regret it. It's going on the 4th week now and I still haven't received my vehicle license. There are no outstanding fines etc and I have paid in FULL and selected the courier option. The 21 day grace period is almost up on my license. There is no telephone number to contact them just a form that you fill in which I have done on numerous occasions and I have gotten reference numbers with them saying they'll get back to me but they don't How do I resolve this?
