SAPO delivers empty parcel and charges R24 for the privilege.

Had to pay R24 today at Bredasdorp PO before I could receive my international parcel RI ********** 14ZA , that took 4 months to arrive, just to see that the contents was ****** from it. And Sapo refused to refund me the R24 ! I first had to pay the R24 before receiving any parcels so I had no way of knowing it was empty before paying. A new low for the worst PO in the world. Please have the decency to let a customer inspect the parcel before charging your ridiculous handling fee.
