SA postal service slow and useless beyond words

horrible service, can never get hold of anyone, i ordered a package from china in July 2017, i still have not received as of yet, all i have is a local tracking number RI ********** 21ZA, the status has not changed since 6th October 2017, in transit from WITSPOS, what is actually the delay? when will i ever receive my package? who can help me with this query? i would really appreciate some assistance.
