Ridiculous customs from SA Post Office

I had recently won a raffle in which I entered for $5 in order to win a pair of shoes that cost $180(R2508,17). After months of waiting for the package to make its way from the JIMC to the local post office, I was told that my package had been delivered and that I should collect the package. After many hours of searching for my package, I was instructed that I should pay R7063,93 in order to have my package. This is unbelievable. How am I paying triple the amount of the actual price of the shoes just to collect it.
