Renew my Car License how ?

Absolutely shocking service - 3 hours to renew my car license. This is something that needs to be done annually and they make it so difficult!! Why do they need certified copies of everything ? The fact that they can see my identification and see that's its me should be enough. What happens to all the copies and reams of paper that they collect ? There is no ways that someone ever looks at them again
