Registered letter not arrived

On 26 October 2017,I posted a registered letter to the gepf head office in Pretoria.on 31 October 2017 it arrived at Pretoria hub and till today it is still there when you track it.tried to contact customer care but they don't pick up or get feedback from them.this is very important documents.dont know what to do.
