Refusing to refund me!

I wish I could rate them a zero as this is the most ********** service I have ever received from a service provider. I have requested a refund for a motor vehicle renewal. This request has been ignored for over a month now. They are quick to take your money but not willing to refund you when requested to do so. No wonder the post office is in the state it is. Absolute shambles of a company.
