Redhill Post office service

I went to Redhill Post Office in Durban today (29/02/2024)to certify my copies and this consultant a lady was just sitting behind the counter and I went to her and she said she only certifies 5 copies only. There was no queue nothing I was the only 1 and she refused to certify more copies. Is it a rule that you only allow people to certify 5 copies only. I thought it only applies when its a bit busy but she waw just sitting doing nothing waiting for clients. Please clarify for me.
