Postbank holding back money

My dad get's his SASSA money paid into Postbank. His card declined due to signal problem from the shop he tried to draw. When he went to a ATM to withdraw his money was gone. Postbank says you have to report it as they take the money and you have to show proof of the declined slips. Its been more than 2months fighting for them to give him his money back.
