Post Office unacceptable sevice

How can a National Department such as the Post Office be so useless? They never answer the phones, no replies to e-mails. I have been waiting for delivery of a Parcel from Sweden where the tracking states it was delivered to JHB INT MAIL CENTRE (HUB) in August. Tracking number RE ********** 77SE. How can it take two months and it has still not been processed.
