Post office failure to deliver parcel. No help from customer service

How do i go about getting a package delivered that has been with germiston hub post office for over 5 months? 1) No one answers the phone *** 2) The *** number has been diverted to another post office because apparently the switchboard at germiston hub is broken, yet they also can't assist so what's the point of diverting the number to begin with? 3) i have had no response from *** in over 4 days? 4) i have no response from *** and at this point i think it's fair to assume that i won't get a response judging by the overall lack of customer service from the post office. What would be my next step? I will have to lay a complaint with ICASA ***? Clearly post office has no intention of resolving this matter.
