Pathetic service from SAPO

I have an international parcel that has been laying with the JHB post office for a month....Its addressed to PE where I reside and i received a receipt to collect...upon going to the post office I was informed that it's still at JHB .....can someone please tell me what the holdup is...calling and emailing is fruitless
