Parcel stuck in wits postal hub

My international parcel arrived at the wi****ersrand postal hub on the 9/9/18 according to the tracking site. Its been stuck there and the site says it is still there. Its almost 6weeks now. How is this possible...!!! My tracking number RI ********** 58ZA
