Parcel stuck at JIMC

Surely SA Post Office should make alternative arrangements for the delivery of parcels. I've got a parcel, (RD***IN) which has been stuck \in transit"in JIMC since 13 August 2015 after it was sent from the origin country on 8 August 2015. The post office in the originating country says that the container was signed in at SA JIMC on the 13th August 2015. After calling about 15 numbers of the SA post somebody eventually answered and said the container HAS NOT BEEN OPENED AS YET"
