Parcel stuck at JHB Hub

7My pacel was recieved at JHB in November it took till 7December to get to the JHB mail hub as the tracking says <br> Item Number: RF***CN was last scanned on: 2015-12-07 at 10:48<br> Location last scanned: JHB INT MAIL CENTRE (HUB)<br> Since this time it has been stuck at the JHB mail hub and has not moved this is more then a month How can a parcel sit still at a post HUB for more then a month What kind of post system is this.
