Parcel sent back before customer received notice

I received a notice of collection for a foreign parcel and whenI went the following day, I was told it was sent back almost 2 weeks ago. Their excuse was that they sent 2 notices but I never received them besides the 3rd final notice. Now they say they cannot stop it from leaving the country although it is still in transit.
