PARCEL HELD UP

my sister sent me a Parcel with Gifts for my Grand daughters birthday which was 22/07/2015.<br> This Parcel with Tracking Number (ef***ie arrived at JMS E 08/07/2015 and it is still stick there.<br> I called the Post office and they gave me a Number to contact *** but this number rings continuously and is never picked up.<br> What would warrant them holding a Parcel for nearly 4 Weeks.<br> Please help I am at the end of my tether.
