Paid for a year, got nothing

Paid for my PO Box beginning of March 2020, and found later the Box is locked. Visited several Post Offices, and made numerous calls to local offices and region hubs and even a couple of e-mails, with a promise each time that they will open the box, as they see my account is paid. Today, 11 months later, the branch manager was out, again. I was told my box was never paid. Luckily I kept the receipt since March, and upon showing it to the nice lady at the counter, she again made another promise that the box will be opened. I will believe that when I see that. What happened to my 11 months worth of post??? What invoices, statements, notices didn't I get. at this stage I think there might even be a summons, due to non-payment of some bill or account I never received. But what else can you expect from a third world country with a ******* government.
