PACKAGE TAMPERED WITH

Well were does one begin, i received a parcel from china that was supposed to have 4 dresses in and i paid the import tax of R321 for the 4 dress but when i inspected the parcel it look to light for 4 dress so i opened the parcel in front of the teller and well there was only one, i noticed and asked why there was so much tape on a courier bag and the waybill and been moved and tapped down, the reponse i got was that "this is how it was sent" but i was not happy with that answer as i get a lot of parcels and never have they done that before, so on closer inspection when i got home of the back it was clear after i took all the tape off that the bag had been opened already and the reason for all the tape was to cover that. So now i ask you a question, why is it that we have to worry about getting parcel through the post office and why is it unless you have insurance on your parcel nobody can be held responsible to pay it? i paid R2500 for the 4 dress and an additional R321 when collecting? does the Post Office not hold its employees accountable for *****ing other peoples things or has it become such a norm that i now have to suffer a loss because they dont know what there employees are doing? i would like to know if there is anyway that i can get my money for the items i lost and the additional money i had to pay to get the parcel only to find it less 3 items?
