package not received

i was sent a package from ICB in cape town for my final exam which i am writing in November. i received an sms from ICB that told me my package has been sent with a trace number RC***ZA on the 28th of august to follow up on my package. i called the post office to enquire and i was told my package was sent to leondale. i went to leondale to collect i was told the package is still in germiston. i phoned germiston they also say its in leondale. i then found information from germiston that my package left leondale and sent back to the original sender. now i have a problem because i cant write my exam without submitting my POE witch was in the package and i have to pay the courier service for it to be delivered. i need an explaination as to why i was sent from piller to post and who should account for such bad service
