Package not delivered / delayed

I have posted a package to New Zealand on 08/09/2017. RJ 029 791 946 ZA. I was told that airfreight would be best seeing that you will have a tracking number to track your package and it would be delivered within 10 days. I was notified that the package was still not received and as per last update on 19/09 the package was inserted into a bag..........and still in SA!!!! How is it possible that you pay so much to have a package delivered but the service received is absolutely ****.
