Over charging on VAT

I bought items from AliExpress on the 6th July, i was tracking my order all the time, the order arrived in SA on the 15th July, It was in the post office, the seller provided me with the contact to do a follow up, on today in October, I got a call from the local post office to come collect my orders, I was charged R893 for 3 wigs when I asked , I was told they charge customs and the vat is almost 100%. instead of 15%, when I ask, the consultant was unable to respond to that, I believe this is a reap off.
