Not releasing parcel despite sending all documents

My parcel entered the country on the 23 June 2015. I immediately tried to contact customs so that I can pay my duties and get the parcel. I am getting absolutely no response every time I am told the invoices have been sent and I am asked to resend it. Ive sent it 4 times to them already. My client now wants a refund and its solely the fault of the South African Post Office - I ordered the item via EMS so that it can be faster. But like all things in this country if you dont have someone to bribe you won't get anywhere. DHL here I come I will never use this useless service again. I wish they would close down the post office and retrench all workers because clearly no one there wants to work. II***ZA
