Non-delivery of Parcel

I ordered an item from the USA (tracking number LN***US) on the 2nd of April 2015 and the SA Post Office has sill not delivered my parcel. It is nearly FOUR months now and all they can say is it is not on their system and I have to contact the sender to lodge a search for it. Contacting the seller helps naught as the parcel is in South Africa, where they have no control. This is just ridiculous that people have to wait months on end to no avail for items they already paid for and then still be charged a clearance fee when the item is collected. We should not have to pay the SA Post Office anything when collecting items they cannot deliver on time. So much for their completely untrue slogan of \We deliver whatever it takes".
