No one answers the phone!

I ordered two packages from China which took almost three months to arrive. I went to the Gallo Manor post office and only one of the packages were in their logbook, the other was not. So I was told the other one had not arrived yet. Two weeks later I went to check if it had arrived and they had received it and sent it back to the Witspos hub to send back to China. I received a phone number and mail address to contact to locate the package and no one answers the phones. I am now desperate because I can't wait another three months for the package to be resent. Who on earth can I contact when no one answers the phones?!
