No International Mail Delivery

What is a reasonable amount of time to wait for an international parcels that were meant to be delivered in 5-10 working days? It's now 2 months since the parcels were sent, the parcels have no tracking numbers (some had customs numbers so know that they have left the counties they were posted from) , and as of 2 weeks ago they still not scanned in SA?

There is no point in having anybody contact me unless they can answer all of the following questions
1. Does the Post Office still deliver International Parcels?
2. What is a reasonable amount of time to wait for an international parcels that were meant to be delivered in 5-10 working days?
3. When can we expect the Post Office to deliver in a reasonable time frame?
4. Is there any valid reason that parcels are not being delivered and what is being done to rectify the problem.
