no free post box in area with no street delivery

follow up to my complaint from a year ago. I was refused a free post box, still no street delivery where I live and no post box! it has been a year.....they never gave me my mail, just locked my old post box and refused to hand the mail over until I paid for a new regular post box! the Post Office sucks!<br>
