lost parcel no compensation

I send my parcel on 13 March 2015 from Bethlehem to Pretoria. The parcel went missing and only realised when my husband didn't receive it after two months. I contacted all the post offices but my parcel was no where to be found. I filled in the enquiry form and after months of calling to find out about it they tell me they can not find my parcel and they won't compensate as it was not insured. Now how can only one parcel go missing and they cannot compensate for the money I spend on the contents of my parcel and it was R1700. Someone must take responsibility of my parcel. Really this is unacceptable. The tracking number is PE***ZA.
