licence disc

i have posted a licence disc on the 5th of August at Pimville post office and it has not delivered yet and the 21 day grace period is over, i called the a week ago asking them how long does it take for a post to be delivered because i used fast mail, they said, fast mail has no tracebility but it takes 2 days to be delivered, till now its not delivered because when you call them they say there's nothing they CAN DO.<br> PLEASE help, i don't want my brother arrested for a licence disc which was supposed to be in his hands now, please help.
