Letter takes 2 months to be delivered

Today, in Johannesburg, I received a letter from my bank posted over 2 months ago, from Doornfontein. Does the post office have a SLA with the public, perhaps even a benchmark?<br> I propose that if a postal item is not delivered within the SLA time, if at all, then the post office reimburses the sender the postage fee as well as pays the same fee as a penalty.<br> <br> The Hello Peter complaints for the SAPO are high; it's inappropriate to call it a postal service.
