International mail delivery with incomplete information

My parcel could not be delivered due to incomplete address and cell no. The missing part of the address was the office block that could be easily traced when left at the gate of the business complex. My cell number for collection notice alert was missing the first zero, pretty much an international practice, but not to the buffoons at the post office! Now all parcels numbering over five are stuck at the JIMC A! I have written tens of email to them without any luck. Got just one response other than that, just a black hole! How I miss the UPS in the US ...
