Internation mail lost not received - RP***NL

I've been waiting for an international package last tracked at JIMC on 17/09/2017 (RP ********** 39NL). No one can give me any answers except that the Post Office has been having a backlog since last December and no answers to any telephone numbers called. Is this just another example of our countries degradation?
