Infomail not delivered in areas as specified

in Sept 2015 I handed in over 6000 on my flyers to the Post office to be handed out in various area as annotated by myself. each bundle listed the number of flyers that it contained along with the area that it was to be delivered in. As a test (ito delivery time) I included my neighbourhood as well. I received my flyer a few days later, so I was happy enough. but when a second flyer was delivered to my house the very next day - I knew that something was up. I notified the Post Office and it went back and forth. I then completed a formal claim form and after me emailing and phning them I eventually got a letter in febr 2016 saying that they can guarantee that the flyers were handed out are set out by myself. but I know that they were not. I have disputed this with no response. I am claiming the fee of just short of R1000 for this service (or lack thereof) along with the cost of the vouchers that was R600 for the 6000 that they were meant to hand out. could you kindly assist with my query. many thanks
