Incompetence

I came with the document to renew a scooters licence on behalf of another individual. After being in the queue for over 90 minutes I was told that I could not sign under proxy as this is used only for companies and that I needed the individuals ID book in order to obtain the licence disc? I was promptly turned away without much assistance in what the correct procedure should be in order to get the licence. Attitude is **********!
