Incoming International Parcel exhorbitant fee charge no answer at Call Centre

I lost my cool today. I do feel bad about showing my frustration to the PO teller who assisted me but I did ask for the Manager, who was not available, so I explained that, unfortunately, she represented the PO in this matter. Why did I get cross? Because the Post Office deemed it appropriate to charge me R24 on a personal gift sent from overseas (Sweden) to my child here in South Africa worth R86! It's not the amount that's at issue, but rather the fact that my child should be charged at all for receiving a small token of love from her overseas granny - and that it arrived almost a month late. (Here I might add that in July 2016 I received a parcel for the same child sent for her birthday in October 2015 so I have a history of frustration with the parcel-delivery service!) I had been under the impression that customs duties apply only to values of more than R400 and there is no way on earth that the value of this parcel even comes close to that. I tried to call the Post Office Customer Service (***) for an explanation, but after a long wait: "Your call is important to us" (Really?) about 10 minutes, I disconnected. Then I tried to call Customs and they had the same message: "Your call is important to us" (Really, again?) then they disconnected three out of four times I tried the number. (The first time, I disconnected after waiting about ten minutes). I tried to log on to their website as provided on the parcel, www.sapo.co.za but no can do. I am GATVOL because all I want is a simple explanation and a refund if it's a mistake.
