hold up parcel.

I've ordered wedding gown from overseas on August 2017, I was so sure that it will arrive to me before the wedding because the sellers shipping period is +/-60 days. When I track it, it shows that it was last scanned at JHB INT counter on October 15 2017. No further movements afterwards. It has been over a month now and I'm still waiting. I emailed the customer service but not response so far. My wedding is later this month, I'm still hoping that it will arrive on time of the wedding. Can anyone intervene on this matter? Thank you
