Help! My parcel is leaving the country

I ordered goods from South Korea in FEBRUARY. The parcel sat at customs for months due to the back log due to the strikes. I called the JIMC daily to find out the status of my parcel and no one answers the phone. I even went to the JIMC and was told that I should wait patiently. In APRIL I found out via 'Track and Trace' that my parcel 'failed delivery'. I once again phoned and emailed whoever I could to find and get my package. Nothing. No response. No one answered emails, no one picked up the phones. NOW, my parcel is being sent back to South Korea. Why? I have no clue.
