Handling fee for empty parcel.

Was charged R25 handling fee for a parcel they lost. Checked with the seller and they even weighed and wrote the weight on the parcel when they sent it. It arrived here today, opened the parcel in front of the SAPO employee just to find absolutely nothing in it. Got a refund for the handling fee but can't get a refund for the item itself, unfortunately.
