Handling fee

I recently went to the Chatsworth post office to collect a package and notice that there was a R25 handling fee to receive the item, anyway I paid it and noticed a printed display that there will be an handling fee of R25 for all items by management however my fiancee recent went to her post office doonside to collect an item she purchased and took her neatest post office delivery however she picked up the item and there was no handling fee like the Chatsworth posy office. This seem very strange due to the fact post is nation and should have a fee across all sectors, which made to believe that the Chatsworth post office is doing they own things and charging ppl on they own behalf, which seems to be delight *******.
